Thats why I do my normalizing at 24/96 before reducing to 16/44.1 so in that case the quality reduction in less optimized recording is still higher level than the end format. Not from the original (Original as in the file you normalize, the studio original is always better) maybe, but for the sheer fact that if it had been recorded at max level in the first place it would have had higher quality.
